Engineering
SOL’s Engineering Division employs practical applications to create solutions for our government, commercial and industrial clients.
Our engineers are expected to maintain momentum with advances that are made in the field of engineering. Our engineers’ interaction with numerous stakeholders throughout the course of our work requires that we place a high value on communication, collaboration, fact checking, and quick thinking. Ultimately, we support our clients by producing concise, performance-oriented drawings and specifications of the project.

After Hurricane Katrina in 2005, the Mississippi State Port Authority (MSPA) at Gulfport undertook a major effort to rebuild and restore the damaged port facilities. In 2009, SOL was selected to be part of the team tasked with providing planning, engineering, surveying, project management and construction management services as part of the Port of Gulfport Restoration Program designed to comply with Mississippi Department of Transportation, Mississippi State Port Authority, Mississippi Department of Health and Mississippi Department of Environmental Quality requirements and guidelines.
SOL provided and performed the following services:
- Evaluated and estimated construction costs of alternate highway and rail route designs to the port through the City of Gulfport;
- Developed plans, specifications, and estimates for various aspects of the west pier expansion (including site, erosion control, demolition, geotechnical instrumentation and control, wick drainage design);
- Drafted the Storm Water Pollution Prevention Plan for the west pier expansion;
- Developed construction plans and specifications for the west pier berth upgrade. This work included water utility demolition plans, water utility plans, and typical sections;
- Developed construction plans, specifications and reports for the demolition of the transit shed and elevated water tank (Plans included site plans, demolition plans, reference drawings for the tank and transit shed, and asbestos and lead paint testing); and
- Performed a bathymetric survey of the wharf area and updated the master topographic survey

In 2009, the City of Jackson’s Presidential Hills Wastewater Treatment Plant, in northwest Jackson, Mississippi, was required to be upgraded to meet the National Pollution Discharge Elimination System (NPDES) permit limits or cease discharging from the facility. In 2012, SOL Engineering Services was hired by the City of Jackson to provide surveying, engineering, design, construction management, project closeout and warranty period services to upgrade the plant from a 0.75 MGD aerated lagoon treatment facility to a 0.75 MGD Sequencing Batch Reactor Activated Sludge Treatment Plant.
SOL provided project management, quality assurance and quality control services. SOL performed the cost and qualitative analysis to determine the most feasible option out of five alternatives identified to achieve the objectives of the project. SOL developed the site plans and specifications which consisted of potable and fire water mains, gravity and force main sanitary sewer, electrical distribution, site layout, paving, grading, storm drainage, landscaping, erosion control, storm water pollution prevention plan and preparing drainage calculations. Surveying services consisted of a bathymetric survey of the two lagoons and topographic survey of the 18.5 acre project site. The treatment plant consisted of site layout and grading, structural, electrical, process, mechanical, control and instrumentation plans and specifications for the influent pump station, preliminary treatment facility, sequencing batch reactors, equalization basin, filtration, ultraviolet disinfection, electrical building, yard piping and appurtenances.

The City of Jackson is responsible for operating and maintaining 15 major drainage basins and 200 minor tributaries that run throughout the city. In 2016, the City hired consultants to provide engineering, planning, evaluation, surveying, design and construction inspection solutions, upgrades, rehabilitation, and repair projects to improve the city-wide stormwater system.
SOL is providing professional civil engineering services which include performing site investigations to identify, inventory, and collect data on channel deficiencies, performing topographic surveys, identifying and prioritizing projects, and developing preliminary engineering reports, preliminary design plans, specification outlines, and preliminary estimates for all identified projects for the 15 drainage basins. In order to complete these tasks, SOL is analyzing and using GIS mapping to locate city-wide drainage issues. In addition to the above independent tasks, as part of City of Jackson Stormwater Management team, SOL will also assist with performing hydraulic analysis and modeling of the 15 basin systems and assist with implementing green infrastructure concepts on the channels.
